OPC was engaged to provide an independent and unbiased Pre-Feasibility Study to assess two alternative LNG storage solutions for an LNG import terminal currently under construction in Indonesia.
The objective of the study was to support the client in identifying the most technically feasible, economically viable, and operationally efficient storage option for continued terminal development.
What we did:
Two main LNG storage options were evaluated:
- Onshore LNG Storage – construction of new full-containment LNG storage tanks in 100,000 m³, 135,000 m³, and 160,000 m³ configurations.
- Floating Storage Unit (FSU) – deployment of an LNG carrier as a permanently moored storage solution at the existing jetty, either through conversion of a 160,000 m³ LNG carrier or chartering of an existing unit.
A Class 4 Cost Estimate in accordance with AACE requirements was developed.
The assessment included jetty and marine feasibility evaluation, storage tank sizing, and LNG terminal expansion considerations.
Concept comparison was carried out between onshore and offshore configurations, including CAPEX and OPEX benchmarking, capacity optimisation, vaporiser selection, regasification configuration selection, and sent out pressure and temperature optimisation.
Outcome:
Provided a structured technical and commercial comparison of onshore and offshore LNG storage options, enabling informed decision-making for terminal expansion planning.
