OPC was engaged to deliver comprehensive Owner’s Engineer services for the development of a 77 MMSCFD LNG regasification terminal in Indonesia.
The scope covered full technical oversight of EPC execution, ensuring safe, compliant, and effective delivery of the terminal on behalf of the project owner.
The facility includes one 50,000 m³ full-containment LNG storage tank, with provision for a future expansion to an additional 135,000 m³ tank. The terminal also includes a jetty designed for LNG carriers up to 180,000 m³, vaporisation systems, boil-off gas (BOG) management, and associated utilities.
What we did:
OPC provided Owner’s Engineer services throughout execution, construction, and commissioning phases.
Scope included:
- Review and approval of technical deliverables to ensure compliance with applicable codes, standards, and project requirements
- Review and approval of construction reports, pre-commissioning, commissioning, and performance testing activities as Principal Technical Specialist
- LNG specialist support for integration with CCPP fuel gas systems and terminal handover
- Support for authority and regulatory submissions on behalf of the client organisation
Following delays in LNG tank construction, OPC supported the development and implementation of an LNG tank bypass solution.
This solution utilised an LNG carrier as a Floating Storage Unit (FSU), with regasification facilities and Balance of Plant (excluding the LNG tank) enabling interim operations under a zero-flaring concept.
The temporary configuration enabled continuous terminal operation for a 12-month period while LNG tank construction progressed in parallel.
Outcome:
Delivered an interim operational solution enabling continuous LNG regasification and terminal operation for 12 months during LNG tank construction, ensuring project continuity and maintaining zero-flaring operation requirements.
