OPC was involved in the concept development and feasibility assessment of a large-scale LNG-to-Power project in West Java, Indonesia, supporting the development of a combined cycle power plant with a planned capacity of up to 2 x 1,200 MW.
The study evaluated the technical, commercial, and implementation feasibility of a dedicated LNG import terminal to support long-term gas supply for power generation.
What we did:
The study evaluated multiple LNG import terminal concepts, including offshore FSRU, offshore FSU with regasification platform, nearshore FSU with onshore regasification, and onshore LNG storage and regasification.
The assessment covered site screening, marine and geotechnical conditions, LNG shipping logistics, storage sizing, dredging requirements, concept engineering, cost estimation, and project implementation strategy.
A multi-criteria decision analysis (MCDA) framework was applied to compare the alternative gas import concepts across technical, economic, environmental, and permitting considerations.
OPC also supported feasibility development for the 2.4 GW Combined Cycle Power Plant (CCPP), including site assessment, plant configuration and technology selection, fuel supply strategy (pipeline and LNG options), and grid interconnection requirements.
Conceptual process design, heat and mass balances, and high-level layouts were developed, supported by CAPEX and OPEX estimates aligned with AACE Class 4 and Class 3 guidelines.
The work also included environmental and social screening, HSSE considerations, execution planning, and financial analysis incorporating fuel price and dispatch sensitivities.
Outcome:
OPC delivered a comprehensive feasibility study providing a bankable basis for investment decision-making, including optimized plant configuration, LNG import concept selection, and overall project strategy.
