OPC is providing ongoing Owner’s Engineer services for a 77 MMSCFD LNG receiving, storage and regasification terminal in Indonesia.
The project supports the development and operation of LNG infrastructure supplying downstream power and industrial facilities, with OPC acting as technical authority for engineering oversight and execution support.
The terminal includes LNG storage, regasification systems, and associated infrastructure, forming a critical part of the overall gas supply chain.
What we did:
OPC is providing Owner’s Engineer services as Technical Authority for the project.
Key responsibilities include:
- Coordination, review, and approval of technical deliverables, including vendor documentation
- Assessment and resolution of design and construction issues affecting LNG tank completion
- Development and evaluation of an interim LNG tank bypass solution to enable continued operations during tank reconstruction
- Presentation and agreement of the bypass solution with project stakeholders as the preferred interim operating configuration
- Review and approval of re-engineering, safety, and operational assessments associated with bypass operations
- Review of EPC contract technical addenda related to interim operating configurations
- Support during pre-commissioning, commissioning, and start-up activities to enable low-emission (zero to minimal flaring) operation
- Review and approval of assessments required for return to normal tank operations
Outcome:
Enabled continued LNG terminal operation under an interim bypass configuration from October 2025, while LNG tank reconstruction activities progressed in parallel.
The solution helped avoid potential LNG cargo disruption valued at approximately USD 90 million and supported continuity of gas supply for downstream power and industrial operations.
The approach also reduced exposure to potential performance and reliability guarantee impacts due to temporary gas unavailability.
